What about Eldar – they only get 2 HQ choices – and both have 3 wounds! Do you just make them 2 wound models and subtract 15 points?

There are several possibilities: By all means reduce the wounds and points cost of the HQ choices, however I do feel that in this case this is a bit 'gamey'. 40k in 40 mins is about patrols engaging on the periphery of much larger campaigns and events. Neither of the Eldar HQ choices are very suitable for patrols; An Avatar should certainly not be used, it is an incarnation of a deity and it is pretty unlikely that anyone would ask a god to go and check out what is on the other side of the forest. A Farseer would also be unlikely to be out on patrol, he might be caught up in an action when a small force accompanying him is ambushed, but other than that I would imagine he has subordinates to lead patrols. 

So what to do? One answer is to not take an HQ choice. Two kids in my club at school use Eldar patrols and both of them are led by a Dire Avenger Exarch. The Exarch has a pretty good set of stats including Ld 9 & a 3+ save, he also has several cool bits of wargear and exarch powers available to him. I see no reason why for an extra 5-10pts he couldn't have an extra wound as well, afterall the exarch in the codex is only a typical example there must be variataions out there. In my experience quite a few players are dropping their more expensive leaders, some of them are not getting as much value out of them, at least two of my marine players have found that three tactical marine are better value than a two wound commander. A good number of patrols are now being led by Veteran Segeants and the like.
